Charlie, I was told that if there was any kind of a mark (pencil, pen) on your electronic ballot that it would not be counted. Do you know if this true? A way to sabotage ballots?

I never thought the comedian was talking about the people as my mind doesn’t go there but assumed he was addressing their serious trash problem. Being a territory of the U.S. my question is what has Biden done to help the situation?
